What is the Strategic Plan?
OYA’s 2024 – 2026 Strategic Plan sets a clear and common direction for our work. Over the next two years, we will focus on stabilizing the agency, the fundamentals of our work with youth, improving youth and staff safety, and continuing the direction of making data-driven decisions.

Action Plan
The Strategic Plan focuses on a number of actions over the next two years. to achieve our goals and objectives.
Initially, the agency will be focusing on implementing the Top 12 Actions:
* JJIS (Juvenile Justice Information System) – a statewide database for youth in the justice system for approximately 2,500 daily users across all 36 Oregon counties
*OIIR (Office of Inclusion and Intercultural Relations) – provides culturally responsive services and development activities, education and programs for youth
